you mean new area boundaries for FAD200 in Cape Town

Yes,

now Morning Star is not included.

This does mean when you are flying from Morning Star Westwards, you remain on 124.8 instead of changing to 124.4 once you cross the N7. When you cross the extended centreline of FACT, which is basically along the railwayline, you change to 125.8, special rules west.

AIP Supplement is dated "12 February 2009", but does state that it is the new lateral and vertical limits for FAD200 as per supplement dated 25 sept 2008.

Would presume it is active as we speak, uhm write!

I do have one concern I have forwarded onto CAA

If you look at the attached proposal from CAA you will see the red shaded sector as the new Delta 200. Their extended centreline pracitically disects Morning Star, in fact shows Morning Star to be in Special Rules West. When we extend it using Google it falls more to the West, leaving us in Special rules East, with about 1 mile to the West before having to change frequency to 125.8.

I have emailed them and am waiting for an answer

It now shows Morning Star barely inside the 125.8, and if this is the case a circuit will require various frequency changes between 124.8 and 125.8

We can't,

Our lease agreement with the municipality specifies no circuits to be done over the N7, thus all to the East
