what age can a student MPL go solo

My son has turned 16 and will like to get his student MPL.I have been told that he cannot go solo untill 17.but FF says that he
can because of part 61.some light on it plaese :roll:

Right now it is still 17 as far as I am aware

Solo at 16, lic at 17.
