RAFSA

Hi all,
Have any of you heard of an organisation called RAFSA - Seems they are going to be taking over the mangement of sport flying- I have never heard of them- Its got the glider comunity into a bit of a tiss

Aaaaag properly just a few government officials and some connections that think there might be some money to be made from it. :twisted: :twisted: :twisted:

Think of it as – RAA (similar to CAA), thus - Recreation Aviation Authority. Are you a member – (or any other pilot you know) of CAA !?! The matter is simple: Understand the background – there are 2 major aviation sectors in SA (as in most countries) (a) Air force / public and (b) Civil / private. CAA (technically SACAA) is a COMPANY in the public domain – DESIGNATED by the DTP (by the Minister of the Department of Transport). Thus CAA is the ONLY Authority that is appointed (with full responsibility and accountability) to administer CIVIL aviation in SA. (Cival aviation in turn is consists of 2 segments (a) Commercial (TCA / Operations) and (b) Recreational (NTCA / Operations)).

The answer: Have a separate Company (Call it a “CAA” for Recreational Flying – RAA … the name referred to is RAFSA, after the USA model / concept of a - Federation). PLEASE NOTE: (a) This proposed organization – IS NOT – an association (such as the Category Associations that we are used to: Microlights, ,Gyroplanes, Hangliders, etc). (b) It is / will be a pvt company / Government DESIGNATED entity. (c) No one – Affiliates / Represented by CAA, SIMILARLY – nor will any category / discipline in Recreation Aviation AFFILIATE to RAA (RAFSA). (d) It is not (i) Subject to CAA, (ii) its powers is not obtained from (delegated by CAA, such as AeroClub)!!! (But the – DTP). (e) Obviously since CAA was the administrator – as requested by DTP – and common sense, CAA is assisting and will guide the implementation phases. (In essence it is already happening – The newly revised AP system, etc.)

RAFSA will simply administer – the recreational categories such as: Microlights, Gyros, Soaring, … Parachuting – similar to CAA is doing currently for the power guys !!!

All the organisations / associations – SSSA, PASASA, etc will still exist – still affiliated to AeroClub …. !!! But they will not not be of a legislative nature (such as SSSA), rules and regulations will be contained in Part 62 for Recreational Flying.

Redeye - not that new - I made mention of it sometime last year - but as always seems I am too early with the news and nobody takes notice (See thread on NTCA maintenance - no one getting excited there either).

It will be a federation governing recreational aviation in SA and will basicially become the ARO for us - doing literally what Aero Club were going to do - issue the National Pilots licences, ATFs, and literally all the non ICAO/NPL stuff.

It will not replace Aero Club - there is a space for both - where the latter will continue to represent us and do much of the work they have been doing all along.

I found out about it last September/October. I havent seen too much documentation on it yet, and hence have not really formed a solid opinion on it.

I believe that some of the current management of Aero Club will be heading up this new organisation.

BTW - it was no cloak and dagger stuff - the information was volunteerd and seemed as an update as to what hard work was going on behind the scenes.
