Part 96 comercial MPL

What is the status of this? Is it going to be introduced? What are the requirements for the pilot of a ML that is going to be used as an observation platform who is going to be paid for his services?

Hi Peter.

Nothing has changed since we last spoke.

I am at a loss as to what exactly will ever come of Part 62 and 96.

Right now it is an open market. Just do what you wanna do and keep it safe. If s..t hits the fan, deal with it then, but know that CAA will wring their hands in glee if they can nail you in any way.

Clots, that's what the body consists off. Pretty damn useless at guiding in new and forward thinking rules and laws, but quick to the draw to try and enforce nonsense.

What I don't understand is how you can have no law in place because the new one has not yet been finalised, and the old one has been thrown out, and yet, the draft new law is being used as if it is finalised.

Don't know technical legal stuff, but it seems that if it is not law, it is not law, and therefore we have no law. Perhaps if the powers that be stuck to this, then we would see the law being finalised with a bigger sense of urgency..

Spoke to Gilbert Tswala at last weeks Safety Seminar hosted by CAA in Durban.

He assured me that CAA want Part 61, 62, 96, 103 and 24 all in place by next year (2207) end April, so that they can be ironed out by the ICAO audit on CAA which is scheduled for July 2007.

Very commendable CAA, but I doubt obtainable.

Have a look on Avcom. They have a CAA section and there are (useful) answers comming in from CAA. Mary Stephens seems to be trying and I have spoken to some roleplayers who did the fighting for GA in the 12 year O/H saga and they appear extremely positive about the new "kids" on the blok. Let's hope the winds of change they are a blowing.....
