Yes, you can ask, but more often than not you will be denied clearance due to para jumping, which is quite active at FAWB!!
This happened to me the time before last . . . . on the route east they allowed me through and so I routed just north of the Magaliesberg, but on the route west (later in the morning) they had para jumping, so denied me and asked me to request permission from FAWK ATC and to route through FAWK CTR. FAWK ATC didn't answer (a chopper was also frantically trying to raise them) and so I ended up routing through FAWK CTR without permission, but this meant flying over a built up area (Pretoria North)
The safe option is around the top of FAWB CTR, but as I say, have your fuel reserves worked out and be prepared for the 'scenic route'!
