If your neighbour made a runway and you object, then you do exactly the opposite.
Ask him for his Scoping, Public participation, his EIA etc. If he does not have it, SAPS (with a little bit of nudging the cops in the direction of CAA) will do the rest within 2 weeks. I am aware of a guy just north of Onderstepoort who had a strip on his plot for many years. New plot owner moved in next door, closed the strip within 3 weeks. New owner happened to be an Environmental Consultant and pulled the book.
But remember, in this "cuntry", try to go for "buurmanskap". Win-win.
