> MISASA Status ON 16 FEBRUARY 2011 changed & THE CAA ISSUED MISASA WITH AN ARO CERTIFICATE
This means that MISASA is the appropriate body for micolight and LSA NTCA aircraft owners in South Africa.

This has been long time coming and with a lot of effort from various people and in particular Deon & Rowena! I have promised "om julle raak te drink" at the next MISASA EXCO MEETING!

Now for the questions I think most guys want to ask. What does it mean to us in practice? What are the benefits? What changed from before? Is MISASA now seperated from the Aeroclub?

Well firstly... it was a requirement of CAA as per Part 149.

The ARO awarded is initially valid for 1 year. It is then reviewed and if CAA is satisfied, re-issued for a 2 year period! After the 2 year period, it is again reviewed and if re-issued - a period of 5 years is valid.

To start off with.... AIC 22·4 dated 01-06-15

OPERATION OF AIRCRAFT REGULATION CONTROL OF AVIATION SPORTING ACTIVITIES.
☞ Indicates changes.
☞1. This AIC replaces AIC 22·4 dated 91.12.15.
☞2. In terms of Part 149 of the Civil Aviation Regulations 1997 (CAR) the Commissioner for Civil Aviation (CCA) may, subject to the provisions of section 4(2) and (3) of the Act, designate a body or institution to oversee aviation recreational activities. In the absence of a body being designated, the CCA will retain this function. In terms of Part 149 of the CAR, no organisation shall undertake aviation recreation except under the authority of, and in accordance with the provisions of, an aviation recreation organisation (ARO) approval.
☞3. Part 149 shall apply to the approval and operation of recreation organisations involving:
(a) microlight aeroplanes and powered paragliders
(b) gliders
(c) free balloons
(d) gyroplanes
(e) hanggliders and non powered paragliders
(f) parachutes, or
(g) non-certified aircraft
☞4. No aviation recreation activities may take place unless it is carried out strictly in accordance with the provisions of the Manuals of Procedure as approved by the CCA.
☞5. The CCA however reserves the right to suspend or cancel any ARO approval should it be deemed necessary.

To briefly state - It gives MISASA LEGAL CREDIBILITY & STANDING!!!!

I suggest that each and every microlight & LSA pilot downloads the document as that is what we are going to use as guideline henceforth!

As a note of interest, being an ARO, we are regarded as role players and when certain decisions such eg. AIRSPACE RESTRICTIONS are IMPOSED, we shall be consulted and form part of the decision process. This a simplistic example. Another I can use is eg. Being the ARO representing Microlighters & LSA, should an accident be investigated, who better to consult than the experts that fly them? The examples are endless.

Actually guys, this is quite beneficial to the whole microlight & LSA fraternity.

We are hoping to be part of the RAASA roadshows (soon soon at Morningstar if all goes well!) where so much more can be discussed and questions be answered one on one!

Please excuse my ignorance, and I am trying to be positive on the subject, but just why is this ARO good news for a microlight pilot.

So far my only experience of MISASA has been negative. All of a sudden it now adds R600 on to the cost to renew an authority to fly due to membership of MISASA now being mandatory. (I believe that if situation was tested in the courts it would be deemed to be unconstitutional and uncompetitive behavior - illegal)

What have I gained by spending this additional R600? So far nothing. No receipt, no membership number, no membership card - nothing. It can be likened to paying corruption money to a home affairs person to print you a copy of a document require.

Elseware on this forum people are asking questions as to why the skies are are empty and that GA disapearing. I am not surprised. A 6 fold increase in the cost of ATF on top of a 5 fold in four years cost of airfield fees all on top of fuel, maintanence and other costs is killing even NTCA. (Imagine to outcry if now all of a sudden we all had to belong to the AA in order renew our motorvehicle licences every year)

My opinion is each and every decision made by people in aviation should be tested against just what benefit and at what cost it will mean to ALL stakeholders.
