A 10% drop is well withing the envelope. What the UK agent said is that after the rotor RPM had dropped 10%, the pilot in question would roll the gyro heavily, and then allow the gyro to freefall (zero g) in a wing over/Chandelle type manoeuvre. This would then result in the rotor RPM to drop some more, probably by another 10%. He would then pull back hard on the stick, loading a rotor that was in a state of very low RPM.
This isn't a pussy foot manouevre, and I don't think that people realise that it is a radical manoeuvre. Gyro pilot's will know that zero g manoeuvres are to be avoided, therefore it is out of the safe envelope.
