I send a email to Colonel Elma de Villiers regarding some questions I have for doing training and circuits during the SWC
The only question still is around the transponder issue.

Sorry to bother you but If you can help me to understanding some of the legalities regarding
the Soccer World Cup I would appreciate it.
Firstly I an busy with my training on a weight shift microlight from Aeroden which is right in the
50nm range of 2 World Cup stations namely Pretoria & Rustenburg.
No1. I understand that we need to get security screened and that a SSC code will
be given to each person undertaking a flight. – no problem
No2. My microlight is not equipped with a transponder. – will this be a problem if we are not even
going to fly closer than 20nm of the stadiums? This may be a problem, depending on the area
and time that you want to fly. You will not be allowed to fly close to the stadiums on days of games, for example.
But each request for flight will be handled and judged individually, so it is difficult for me to give you a straight answer on this one.
No3. I understand that for each flight I need a Flight Authorisation Code(FAC) – no problem
No4. We are still busy with take offs, circuits and landings so in one hour we normally do +/- 15 take off and landings. – will I still
only need 1 FAC for that hours training even if I do 15 landing or do I need 15 FAC’s? No, you need an FAC for everytime
that you shut down and restart. Circuits and landings – no problem
No5. Do I need to file a Flight Plan if I am doing circuits (keeping in mind that we do +/- 15 landings in a training hour) – If yes same
as No4 do I need then 1 or 15 Flight Plans? No FPL needed for circuits and bumps.
N0.6 I also intend on doing a cross country which will include 2 out landings and the returning back to Aeroden. - So will I need 3 FAC’s and
3 Flight plans then ore can I get 1 FAC and file 1 Flight plan? You will require 3 FACs and 3 FPLs, unless you intend to only do
a touch and go at your midway points – then it is only 1 FAC and 1 FPL.
No7. Can I apply in advance for 10 FAC’s (for 1 weeks flying one in the morning and one in the afternoon)
and do I then just before each flight phone to get the FAC? Yes, you can. Our office will be manned 24 hrs per day from 26 May 2010.
No8. Am I correct in saying that all the FAC’s only applies to where you are in a 50nm radius of the stadiums. 100% correct.

The transponder issue seems to be only applicable if you want to fly in the 10nm zone around the stadiums. Although having said that some folks (SAP and ATC) are of opinion that you can only fly in the 50nm zone if you have a transponder?

Something interesting from the above is that a touch and go at another airfield will be allowed with only one FAC. Further she says that a FAC will be needed everytime engine is re-started.
So this may mean that I can fly to another airfield, stop, get out, drink a Coke and depart, all with one FAC - as long as the engine is kept running !

The FAC is flight Auth Code, thus the thinking is that for every flight there needs to be auth code. So if you fly to X and stop on the ground I am under the impression they consider that a flight as opposed to a leg. Problem is ML's tend to land wherever to have a pee or chat and then carry on again. It all low level stuff so not 100% sure how they will track it? I assume that as long as you have a SSC, FAC and FP the Cops will have to be satisfied....

FAC is piss to get and remember only needed in the 50nm zones.... Where is does become a pain in ass, is when you go for a flip and someone comes along and asks for a flippie. Happened to me on Sun. Went to Brits to refuel. When land back home, kids and all their mates want to go for a flip. SWC that would not have been possible.... That the beauty of ML flying. It cheap, thus spur of the moment flips are often the best....

how do we get this info to the SAP that "assume" they know whats going on to "actualy" know whats going on

I fly with a copy of the notice. When they ask for the paperwork I hand them a book... We used to call it the weight test in auditing. If the file was "heavy" enough there was surely enough "weight" behind the conclusion, regardless of what it was... ALL BS....

Just a update on my SWC Experience so far
I applied for my SSC and only waited 1 week for it.
I started filing FAC’s for this week’s flying at Aeroden (2 for Friday the 11th and 1 for Saturday the 12th)
After about 2 hours I got a call from the SAAF call centre asking me where Aeroden was in relation to the stadiums, I then explained
that Aeroden is in the 50nm radius but outside the 10nm radius and that I am busy with training and will only be doing circuits.
After about 30 minutes I received a call back with my FAC codes.
All the above without a transponder.
So far I am impressed and it seems like it’s going to be ok to fly during the SWC
