James Pitman and I met with the CAA on 8 Dec. We went through a
variety of matters where a lack of service delivery, non-availability
of Part 24 forms, no clarity on process etc relating to certification,
airworthiness and accident report finalisation is having a negative
impact on safe skies. A huge step forward was achieved as the CAA
agreed and have set up broad based task teams to process map all
services and to define service delivery timeline targets for a range
of services far broader than that which we hoped to have addressed.
The work groups are to be called The Joint NTCA Work Groups and
commence on 14 January 2009. Obert Chakarisa will chair the governance
committee and Alex Rudd, James Pitman and I will be members together
with other CAA officials. Sias is setting up a dedicated website for
us to facilitate input and comment. The way it will work is that we
will define the scope of each work group. The workgroups will process
map the services and set a target turnaround time. We will invite a
panel of pilots to have password access to the NTCA website where all
work-in-progress documentation which will be posted. The panel will
be asked to offer comment and suggestions on performance enhancement.
When we are finished all service related matters will be defined as to
who is responsible for what (CAA and Pilot/owner etc) and a target
turnaround time will be provided together with a channel to follow to
expedite matters if the timeline is not met. The MISASA Committee will
be on the panel.
