low level obstruction - be aware

Was standing outside on the balcony at my office, and in the distance I notice a black dot that wasnt moving, and then realised it probably is one of those advertising balloons secured by a thick cable.

To put it into perspective, I was standing at Sandton City, looking towards Northgate, because I can see the dome, and the obstruction looked like it is behind the power station in Randburg, between Jan Smuts avenue, and William Nicol. Because of the distance, it could be anywhere between 100 and 300 feet up.

Pardon the crude attempt at trying to draw it, but I thought I would let you know incase you are planning any low level flying in the area.

I wonder if these advertisers, or what ever, needs permission to employ the air with their gadgets.?
They are a menace.
