Importing a 2nd hand trike

Need help urgently.

Peter Greeves is importing his trike and the agents say he must pay 50% import duty. On questioning this, I was told that because, he is bringing in his cars and house hold goods, the trike is also subject to import duty. I dont accept this.

Please help here.
