30 JUNE 2011

JOHANNESBURG (FAJA) AND CAPE TOWN (FACA) FLIGHT INFORMATION REGIONS
AIR DEFENCE IDENTIFICATION ZONE
SANDF BORDER SAFEGUARDING OPERATION: EASTERN CAPE
Validity period: 18 – 31 July 2011

1. In compliance with Cabinet and Ministerial notices, an air border safeguarding operation will be conducted
during the period 18 – 31 July 2011 in the Eastern Cape Province to enhance and enforce the authority of
the state in the South African airspace domain.

2. The following airspace and procedures are herewith published to support this operation:

2.1 Air Defence Identification Zone (ADIZ): Eastern Cape Lateral Limits
· The ADIZ will be declared within the area bounded from a point:
· Where the Caledon River intersects the Lesotho/RSA Border S293959 E0270112.
· Thence along a straight line to a point S302500 E0265005 at Rouxville.
· Thence along a straight line to a point S312810 E0272025 at Indwe.
· Thence along a straight line to a point S324050 E0282313 at Keimouth.
· Thence along a straight line to a point S325035 E0283042 12NM offshore Kei Mouth.
· Thence along a straight line to a point S301956 E0310055 12NM offshore Umkomaas.
· Thence along a straight line to a point S301221 E0304753 at Umkomaas.
· Thence along a straight line to a point S295442 E0301752 at Intersection of R56/R624.
· Thence along a straight line to a point S293558 E0295159 at Impendle.
· Thence along a straight line to a point S284400 E0291302 at Woodstock Dam.
· Thence along a straight line to a point S283110 E0284925 at Puthaditjaba.
· Thence along a straight line to a point S283525 E0284057 on Lesotho border.
· Thence clockwise along RSA/Lesotho Border to the start position S293959 E0270112.

2.2 The ADIZ vertical limits are from GND to UNL.

2.3 This ADIZ excludes all controlled airspace below FL195 and FAD59, which partially resides within this ADIZ.

2.4 Normal published procedures to enter the airspace listed in 2.1 above are to be complied with.

2.5 Operators are to note that:
a. All flights, inclusive of scheduled flights flying into, exiting or operating within this ADIZ must apply to
the SAAF for Flight Authorisation. No flights will be allowed to operate within the confines or
through the ADIZ without a valid SAAF Flight Authorisation Code (FAC) for that specific flight. The
FAC application process is described in paragraph 3.
b. All flights operating within the lateral boundaries of this Air Defence Identification Zone from GND to
UNL, are to submit an ATS flight plan. The Flight Authorisation Code (FAC) for each flight must be
indicated on the flight plan in Field 18, e.g. RMK/FAC.
c. Normal communication procedures are to be followed, with regard to activating of flight plans and
interacting with ATS on the appropriate frequency.

d. Flight crew are to note that low-flying aircraft may be interrogated at any time by military control on
124,8MHz to enquire for a valid FAC which must be available to the crew and be communicated
while in flight if so required.
e. Exceptions to the ADIZ rules will be permitted for flights operating under special circumstances by
prior arrangement only.
f. This Air Defence Identification Zone is valid from 2200Z on 17 July 2011 until 2200Z on 31 July
2011.

3. Authorisation Application

3.1 Applications for Flight Authorisation Codes (FAC) must be submitted to the SAAF at least 24 hours prior
to entering the Air Defence Identification Zone for the first time.

3.2 Applications may be submitted via e-mail, fax or telephone and must include the following information:
· Pilot ID Number (passport number also acceptable).
· Pilot Full Names and Surname.
· Pilot License Number.
· Pilot Contact details, including at least one telephone number and/or an e-mail address.
· Aircraft registration and type.
· Date and estimated time of flight.
· Aerodrome of Departure.
· Aerodrome of Destination.
· Intended duration of flight and intended route.
· Aircraft owner and aircraft owner contact details.

3.3 Applications may be submitted to the SAAF as from 0800Z on 11 July 2011 at:

4. Warnings:

4.1 Any aircraft entering this promulgated airspace without a valid FAC, or a valid clearance, or that is
observed deviating from the filed flight plan/negotiated route without prior clearance, may be subject to
interception as per ICAO publication and may be subject to prosecution.

4.2 Any pilot failing to adhere to these procedures may be subject to prosecution.

hi JOHANNESBURG (FAJA) AND CAPE TOWN (FACA) FLIGHT INFORMATION REGIONS is Cape Town not FACT?
also there is no reference to any areas in the Cape Town region??

The new set of flight restrictions, to take effect from 18 July in the eastern Cape is again illegal. We will defend anyone who gets prosecuted because of this exercise. We have a court order against the SAAF, SAPS and CAA and it still stands. We have requested a meeting with the director/commissioner and will meet again on Friday next week. They have failed to comply with several legal requirements and we will kindly point these out to them. The SAAF has absolutely no right whatsoever to institute any kind of flight restrictions because we are not at war and there is not a state of emergency. All authority rests with the director/commissioner of the CAA and he is currently in breach of certain requirements. We simply can not accept it. There is a very dangerous trend in the country with certain police, military, intelligence and indeed CAA officials who consider themselves above the law, no the law itself in fact and we will be failing in our civil duty if we apathetically ignore it. I call upon every aviator in this country to resist these forces of darkness because that is what they are. I have said it many times, but it begs repetition once more: If we, the so-called "rich elite", don't stand up for that that is dear and important, our right to live in a free, fair, liberal and just society, what chance does the poor and simple squatter living in a shack in Alex or Atteridgeville have? This is not only about flying our little aeroplanes when and where we want, yes that also, but it is about much higher values. The SAAF and SAPS continue to defile these values at their own peril.
