PART 62 - Recreational Pilot Licensing
Well it is almost here, if you have been sleeping under a rock , The Recreational Pilot License is one that will fall between Microlight and PPL.
It is suppose to 'mimic' the USA Sport Pilot license, an area which had huge growth potensial and is rejuvinating the aviation industry in USA.
MISASA is taking this on and looking after it as well, cause I think (my opinion) it is a natural progression for MPL pilots to grow into it.
Anycase the MISASA members has been working tirelessly to get a working PART 62 - Recreational Pilot Licensing document in place.
The idea is, current thinking, that we lobby it to be phased in over 2 years. This will allow for pilots enough time to renew their licences and allow instructors and flying schools enough time to get up to speed with Part 62. I hope this will happen.
MISASA and company is also suggesting to CAA a Roadshow to mayor centers around SA to introduce it.
I am telling you this early, so we will just hope and cross fingers it turns out this way. I'd rather tell you early, so that you know the guys are working at it, we will see how it pans out.

Just a question which you may or may not know answer to. (If not just ignore)
How will the licensing work? Will it be upgrade/convex or complete new license as many of the 912 microlights will fall into this category. Seems silly if guys who have a couple 100hrs on a particular plane now need to go back to "school" to get a whole new license? Similarly the guys flying these on PPL?
Only reason for my question is that when this was raised some time ago it was mooted that this would be a new license and would need to be done from scratch?

Maybe it time to implement the Son, Father, Grandfather type setup they have elsewhere. If you have a higher license (MPL, RPL, PPL, Comm, ALTP) you can fly smaller aerie as long as endorsed on your license rather than having to carry MPL, RPL, PPL for eg?

I am on a course this week so I have limited time unfortunately but briefly ...
The Part 62 delay will happen (mostly because the CAA cannot implement it in time and anyway we all need time for training etc.) So, I would say until we get something in writing it looks like 99% sure to be the 1st June. Everyone agreed to that date yesterday - except the gyro guys they were not there. CAA was there in force.
Yes, if you have ahigher licence then you can fly a smaller category a/c with just a conversion and a logbook endorsement.
You will not need to redo your licence at all. To get an LSA licence you will need a flight test and maybe an exam ... can't remember the details now.
The CATS were published on the CAA website but I see they are no longer there.
Next week I will send anyone who wants a copy the CATS and the CARS. We have time until the 15th February to make the ABF changes before implementation. I just wish some people would read it and give me feedback .. especially the schools. Actually what we will do is send it to all the instructors and schools and hopefully someone will read it. I know it is not perfect so nows the chance ...

Part 96 Autho
Lets face it, I think this Part 96 Autho is really what could almost be seen as a Comm licence for small aircraft. I found myself arguing with myself on a number of points.
I compared the content of a PPL Com with this Part 96 for RPL proposal and found it to be very lacking in content.
I found myself asking why should a PPL Com have to know so much and a RPL not? For a PPL to fly for reward in a Jabiru requires months of study, but a RPL to fly for reward in the same Jabiru only requires what seems like a few days.
If one accepts that the PPL guys have been around the block a few more times than RPL, surely we should be aiming towards their standard? I just think the gap between the proposed P96 autho and a PPL com is just too big.

In reply to skybound. I heard that the diff is that with a part 96 you can only render a service where you take off and land from tha same runway. IOW flipping, photogrophy, game spotting etc. If you Go from A to B you need an airservices license with a certified plane and a comm pilot etc.

Yip - That they way I have it as well, although same departure and arrival point only with Pax.
