SAGPA AGM 2010

The SAGPA AGM is scheduled for 9 October 2010 at Kitty Hawk.

At the recent conference in Kokstad it was decided to table the following points at the AGM. This is by no means the end of the agenda and all members of SAGPA are invited to add to this list or to prepare comments on these issues.

1. SAGPA to create Code of Conduct to deal with gyro pilots violating rules and regulations. The 2010 committee to be appointed at the AGM in October can create this procedure should it be voted in.
2. SAGPA should be pro-active to improve instruction quality. All aspirant instructors should apply to SAGPA first for an instructors rating. SAGPA should confirm instructor’s hours etc.
3. AP Scheme: Form a plan to promote and train AP’s. AP’s should be evaluated in partnership with CAA to get constructive feedback.
4. Website contributions: Get suggestions from members on how to easily upload content to FACEBOOK or to use latest technology to encourage contributions on trips, technical improvements, etc.

The appointment of the 2011 committee will also take place at the AGM as is normally the case.

Herewith a nomination form to nominate your favourite candidate should you not be able to attend (but that is very unlikely as you can not miss this opportunity to fly to Kitty Hawk and meet up with your Gyro buddies).

For administrative reasons all “postal nominations” will only be accepted one week prior to the event (Namely Friday 1 October 2010)

Below an extract from the current constitution regarding the committee:

The Executive Committee shall consist of:
• Chairman,
• Secretary/Treasurer,
• Head of Training and Instruction,
• Technical Responsible Person,
• Safety Officer,
• Public Relations and Events Officer
The balance of six positions on the General committee shall be held by Deputy Committee members. If there are not sufficient Deputy Committee members, the Executive Committee may nominate members to the remaining positions.
The Chairman shall not have any commercial involvement in gyroplanes.

Elmarie will also compile a list of guest houses in the area for your convenience to be published shortly.

I have a big problem with point 1 SAGPA to create Code of Conduct to deal with gyro pilots violating rules and regulations. The 2010 committee to be appointed at the AGM in October can create this procedure should it be voted in.

The CAA has a proper reporting system called the CARS to deal with any issues
CAA should take action if they feel it necessary or issues of a less significant nature should be dealt with by RAASA.

Why do you want to waste time and resources on it when the necessary processes already exits?

You need a proper legal person because most of the rules are open for interpretation – How about the flying over built up areas rule. No NTCA aircraft was permitted, but everybody flew over built up areas. Should we start with the “without causing a nuisance clause”? There is quite a few legal interpretations for when is it a nuisance.

You also have the risk that you really have a trouble maker that you ban him from flying a Gyro and he continues flying LSA aircraft. That is why we have RAASA with one NPL- National pilots licence not GYRO PILOTS LICENCE.

It is like losing your motorbike license due to drunk driving but maintaining the rest of your driving licences.

If SAGPA feels that CAA or RAASA does not deal properly with culprits then take it up with them.

Let me know if I am looking at this the wrong way or are missing the point.

Hi T-bird.

Please don't misunderstand the points below.

At the recent Kokstad seiminar it was decided to add the points to the AGM Agemda for discussion.

Should you (and for that matter everyone else) not agree with these points, make a point to attend the AGM and raise your concern.

At this stage it is only a discussion point and I can tell you that exactly what you mention was discussed at Kokstad.

This is also an invitation to all SAGPA memebers to add any other points to the agenda for discussion.

What do YOU want SAGPA to do for you ??????????

Gerrit point 2 Instructor hours manage by Sagpa.This is already done by Raasa.

What is the purpose of Sagpa?

Licence renewal Raasa,Atf Raasa,Microflight Africa magazine Raasa.

Be careful - you might be elected and then you have to face others questioning the process and what's more HAVE ANSWERS READY! (**)
