I've never heard of a conversion whereby you can be authorised to fly from a seat other than the pilot's seat, but I stand to correction. You would need an instructor's rating for that.
I also think your aircraft would have to be modified as well I think, so that dual mag switches, and a brake of sorts would be fitted to the controls at the rear. Maybe Len could come in here with an answer.

Are you allowed to fly a 3-axis from the right hand seat without an instructor rating ?

Gents, I have said it before and will go look for the appropriate regulation but it states that the pilot in command must have full control over the aircraft, [regardless of which seat he occupies]. There is no regulation that says a fixed wing is flown from the left seat or a helicopter from the right (as far as I am aware). Yes, this will imply access to brakes, throttle, flight controls and necessary flight instruments (airspeed/alt and engine T's & P's to ensure a safe flight). The jury is still out on Mags although I would prefer access to mags and fuel pumps personally but we don't have that luxury as instructors.
