Kitty Hawk Runway ??

Please forgive any ignorance on my part, but could someone explain why KItty Hawk's runways and Google Earth are not in sync?

I would greatly appreciate someone pointing out the reason for the variance, i.e Google Earth would indicate the runways as 18/36 and yet they are marked 19/01.

But it then begs the question: Why aren't ALL local airfields out of sync and in need of renumbering? Or are they??

Runway headings are in 10 deg increments, so the markings are to the nearest 10 deg from actual mag heading, i.e. the marking can be max 5 Deg different from the actual, so they would not all change at once, make sense ?
