Runway @ Theewaterskloof Dam

On the Franschoek or northern side of the bridge that divides Theewaterskloof dam is this runway next to the road that runs from Franschoek. Coming over Franschoek pass and approaching the intersection at the dam the runway is on the left side and at rigth angles to the road a few km before the intersection. It is a fairly long runway running from the road towards the mountain with a hangar on the far end. Does anyone know the name, owner, contact details and may one land there or is permission required.
