Trike braking system

I have a Cosmos Trike that I have "grounded" until I come up with an acceptable solution to my problem. It's one of safety.
Over the last three years, I have had two "runaways" with my trike on starting, both of which have resulted in considerable damage incurring repair costs, and one of which nearly killed a mate of mine.
On starting the Cosmos, (hand swing) it's standard practice to put a block in front of the front wheel to keep it stationary. One can then let it idle for a while, climb in and do the rev checks with the foot on the brake. It's an old Cosmos and doesn't work on the disk brake system so, occasionally, off you trundle. When the checks are complete, you then have to jump out, remove the block and get back in before it idles off down the road. If the revs are too high, you end up chasing the aerie. It's quite daunting overtaking a prop.
Does any trike come out with a brake locking system, such as a hand brake?
