Private Airstrip Rules/Regulations/Permissions

Can anyone point me to any rules or regulations surrounding building an airstrip on a farm (outside of any CTR)?
In short, are there any regulations (CAA/local council/etc.) that one has to conform to?
Also, is neighbour permission needed?

Anyways, back to your question.
I cant give you exact details but there are certain regulations which you need to conform with when putting up your own strip. I just cant tell you what exactly
Stuff like runway obstacle clearances To the left/right of the runway, at the end of the runway, but thats all i am aware of

As long as you don't put up any lightning poles,
Speak to CAA, or RAASA, they might put you on the right track

Tailspin is right. Convert a "plaaspad" or "firebreak", if your general intentions are indeed for private use.
Involve the powers and you will end up with a Public Notice period, Public Participation meetings to be set up by you and then the infamous EIA which could cost you many, many thousands of Ronds without a guarantee to succeed. This process can easily stretch over 2 years.
Nothing (except insurance) witholds you to land on your "plaaspad" on your own property. Good "buurmanskap" (friendly neighbour) is always a good idea, but not ultimate criteria, unless you have to clear his house as an obstacle at the end of your "plaaspad". More so if you start doing this every morning at 05H00.

So calling my one neighbour an 'Afrikaans box' for starting a
runaway fire might not have helped!

Aha ..., the reason for your post was twisted then ?
If your neighbour made a runway and you object, then you do exactly the opposite.
Ask him for his Scoping, Public participation, his EIA etc. If he does not have it, SAPS (with a little bit of nudging the cops in the direction of CAA) will do the rest within 2 weeks. I am aware of a guy just north of Onderstepoort who had a strip on his plot for many years. New plot owner moved in next door, closed the strip within 3 weeks. New owner happened to be an Environmental Consultant and pulled the book.
But remember, in this "cuntry", try to go for "buurmanskap". Win-win.
