uncooperative CM13 compass

For the DIY Fundi's

I have an Airpath CM13 compass on my trike and it sometimes gets 'stuck' ie the dial does not rotate freely in the liquid.
When it is free it does show the correct bearing, however sometimes it just refuses to co-operate even after a bit of persuasive percussion treatment.

Any ideas to remedy or is it just replace and move on.
