Buzzcom VOX Squelch

Can't get hold of Larry @ Buzzcom, so I thought I'd check with the rest of the forum:
I have an olde Buzzcom VOX intercom, but I can't set the squelch low enough to get an "open mic" level unless I have RIDICULOUS amounts of white noise in the background (e.g. loud detuned car radio). This makes it very difficult for testing on the ground.
Is this by design, or is it just the age of the unit?
