Fuel coming out of the carb will either be a leaky clamp or hose or float level not correct.

Level should be as Morph says 12mm /1/2 an inch from the top of the bowl.

Hi...just make sure your idle jets are clean ,,,.32 jet which often blocks resulting in just those carbs spilling and rev drop.,,,regrds,,,Andy
