Weber Carb conversion

Can a Weber DCOE side draught carb be used on an aircraft auto conversion?
I have heard that if the carbs are tilted beyond 25 degrees they will flood the engine - is this true?
Engine in question is a Honda 16valve, the current set-up is not ideal and uses a 32mm Ellison Throttle body and I'm looking at improving the set-up if possible.
