windsock vs windspeed

There are different sizes of windsocks available, eg. the 3.6m long sock (apperently the one they use at major airports)........the ones we use at our airstrips are obviously much smaller and would be 90 degree to the ground whereas the bigger one is say 45 degrees in the same wind.
Question : compairing the different sizes, what "rule of thump" wind speeds are indicated when a windsock is 30, 60 and 90 degree to the ground
