Rotary shaft question

Hi All
I have a query on the rotary shaft on the Rotax 462 and I hope someone can help me. I have got a engine with the rotary shaft missing. I have a new one to install.I was looking at the manual and it says that you must fill the area between the two oil seals on the water pump side with Molykote 111. I think this area fills with oil from the oil tank? Does it and is the molycote 111 not silicone based and not compaiable with the 2 stroke oil? When I blow into the oil inlet at the bottom of the sump and close the hole in between the oil seals on the water pump side of the rotary shaft I hear air escaping in the sump.Why doesnt the oil just run into the motor from the oil tank? Or was there something not correctly installed when the motor was rebuilt?
