It sure would be nice to hear from Goffle on his thoughts here and also from people who were for this outragious law?? Come on folks explain this to us and please back your statements up with examples of accidents that were caused by rigging a wing, changing a tire, plugs, airfilters, etc!

They can go and f&ck themselves if they think I am going to pay an AP between R600 to R700 for travelling alone for any small problem I may pick up.

It seems as if they will only be happy once they kill the sport off completely, I dont have pockets that reach my bl@@dy ankles.

I stopped doing my PPL to do ML as it was at least affordable from a maintenance point.

Definitely time for MISASA to start the ball rolling in earnest about the maintenance issues.

Now a little confused. Alan uses the word promulgated. That suggests a regulation change (as in the CARs). Is there a process that the CARs can be amended without publishing first for comment in the Government Gazette?

Also with the Commissioner publishing an article in the CAA newsletter reminding owners that they are not allowed to do maintenance, around the same time as the proposed changes, suggests that CAA would not have been a supporter of the change at CARCOM level.

If it has been signed, any chance we can get sight of the new/amended regulation?

From an accident report issued today involving a NTCA. This part from the recomendations section of the report:
4.3It is recommended that the Flight Operations and Airworthiness Departments draft an aeronautical information circular (AIC) informing pilots and maintenance personnel involved in Non-Type Certified (NTC) aircraft on their authority to conduct maintenance on these types of aircraft.
This is one of many instances where unauthorised maintenance has been conducted on NTC aircraft.

4.4 It is also recommended that the Airworthiness Department draft an AIC informing all pilots and maintenance personnel about their responsibilities in respect of completing maintenance documents.

I had a conversation with the head of technical in Misasa and the recomended regulation has been proposed to allow the average pilot the ability to perform line maintenance( regular services involving plugs, oil etc) but no engine rebuilds and major structural repairs. These remain under the supervision of an AP. I understand that this has been approved by the minister and put forward for promulgation. The delay now has nothing whatsoever to do with flying, or anything else for that matter, except what other language, apart from English, that laws need to be translated into. It is affecting all laws that need promulgation, not just aviation.

Obviously, until the law is promulgated, it is not in effect.

Part 43.02.2:
(3) Any person may carry out maintenance on an amateur built aircraft or a
production-built aircraft, or any component thereof, if such person –
(a) is authorised by the Commissioner or by the organisation designated
for the purpose by the Commissioner in terms of Part 149
, as the case
may be, to carry out the maintenance; or
(b) carries out the maintenance under the direct supervision of a person
authorised by the Commissioner or by the organisation referred to in
subregulation (a).
I have heard from a reliable source that in terms of this existing regulation, it suggests that RAASA may grant permission to non AP/AMEs to perform their own line maintenance. Perhaps we will see this put to bed sooner rather than later. vhpy

Line maintenance hopefully will remain the responsibility of the pilot, as this is the regular 25hourly checks. This is part of the legislation waiting for promulgation.

RAASA is already "granting permission" to non AP's to do their own heavier maintenance to owner/builders.

The MISASA AGM is this weekend and we will give you all feedback on these various issues next week
