I recently had a rough idling problem with the Bing 54 carbs on my 582.
I went by the book and adjusted everything in the correct sequence as it should be but it made no difference. The motor still idled rough but worked well through the other RPM stages.
I stripped the carbs and cleaned everything spotlessly. Re-assembled the carbs and put them back on, only to find, much to my dismay, that nothing has changed! Still idled rough.

Then it struck me like a ton of bricks

I took the top off one carb to check and there it was.....! All this time I had the needle and circlip ON TOP of the white spring cup holder and not below!

I had stripped the carbs and re-assembled them incorrectly...twice!
The result of this was that the engine was "idling on the needle", meaning that the needle was now raised more than it should have been, and not via the idler jets. So much so, that in my case, it made no difference if the idle jet screws were turned in or out. I was unable to lean or enrich the mixture.
The problem is now solved.
Be very careful when stripping the carbs and pay attention. It is VITAL that the needle be installed BELOW the white spring cup holder or you will end up very frustated and embarrased like me
