I have seen a few topics on the forum about licensing of radio's/ hand helds.
The bottom line is that if it can transmit it has to be licensed. Checked with ICASA today and the reply was yes you have to license the radio on the aircraft, when they checked licensing against my aircraft registration they found the previous owners details still valid. Cost for the radio license application R380.00 if never licensed previously, but R430.00 for anyone whose radio was licensed by a previous owner. The extra R50.00 is for the change of name/title of the licensee.
The application forms can be found on the ICASA site http://www.icasa.org.za under "forms" on the top menu select "Application forms below 1HGz" and download the application in pdf format "Appendix C - Aeronautical" about 1 meg.
ICASA can be contacted on 011 5663000 / 3001.
I'd personally rather be legal when Mr CAA policeman asks for my required documents than have him ground the aircraft, especially if it happens at an airfield away from home ground.
Apparently the penalties for not having the radio licensed are also quite stiff.
Yearly I think the license fee is less than R50.00.
