Interesting.
I don't think that CAA and ICASA is talking on the same page. We had a gentleman from CAA at a club meeting, and he was asked weather you need a lisence for a handheld radio, and his answer was NO.

I think some cognisance must be given to jurisdiction.
IMHO it is not CAA's mandate to ensure that radio licencing regulations are followed. Sure they can assist ICASA which is what I think they do to an extent, but questions such as when and where a licence is required is ICASA's domain. ICASA are the regulator and they will be the ultimate authority in regards radios,their licencing and enforcing the regulation when required.
Think there is the need to make that distinction between the two regulators.
