Microlighters safer than certified aircraft ?

A study, in France, published by the DGAC (our CAA) states that microlight pilots care more about safety than PPL. PPl seem to rely too much on regulation and to think that since it's legal, it's safe.
Microlights having very little regulation in France, their pilots have to be careful by themselves.
Same thing in RSA?

Well, in south africa legislation dictates that shop owners must charge for plastic shopping bags, and Condoms are free!

It used to be like that here but this year CAA have tightened and altered their regulations making if very difficult for Microlighting

Was this published on a website?? Else can you maybe tell us where to find this study??
Hi Guys,
With rotax and misasa both doing a study on engine hours etc. to confirm their/our view point that the rotax manual does not make microlights safer to fly. Wouldn't this study be a huge boost in our view point to CAA to make slack with the part 24 thing and re-instate the old LS/1 standards??
Maybe some of the misasa guys can tell us what they think of this study and whether it will influence CAA!! They will have to listen to something. They being CAA!!
