MPL Instructors Rating

Who can give me some background regarding the MPL instructors rating (ie requirements. course contents etc etc) ....... i had heard that the entire program was on "ice" 8) until the technicalities and politics have been sorted out... i have plenty time on my hands and am considering heading my career in the instruction direction
