Promulgation of Civil Aviation Regulations, 2011

The Civil Aviation Regulations, 2011, have been promulgated and published in the Government Gazette No. 35398 dated 1 June 2012.

Approved Persons (AP) Technical Committee meeting held 30 May 2012

AP Technical committee met to discuss the regulations pertaining to Part 66 sub part 10 now renamed Part 66 sub part 4.The AP Technical committee has given Aero Club of South Africa a mandate to request the renaming to remain in sub part 4.


Aero Club of South Africa - Aviation Legal Liability Insurance.

We are pleased to announce that the Aero Club of South Africa has secured insurance coverage in respect of Aviation Legal Liability comprising Premises Legal Liability, Hangar keepers Legal Liability, and Defective Workmanship/ Products Legal Liability applicable to Approved Persons (AP) scheme.

There are certain exclusions relating to Air Meet Liability, Air Show Liability, Wing Walkers Liability, Professional Indemnity and Fidelity Guarantee, Glider Launching Legal Liability, Parachutists Legal Liability, and legal liability arising from operation of Model Aircraft. These Exclusions will be clearly spelt out in our new 12 month insurance contract which is in process of being issued.

Aviation Maintenance Organisations (AMO's) that utilise AP's will have their AP's excluded while working for the AMO. Cover for an AP working within this environment need to ensure that these individuals are covered under the AMO's business policies.

The Cover is detailed as follows:
A) Section 1: Premises Legal Liability R 10 000 000 any one accident
B) Section II: Hangar Keepers Legal Liability R10 000 000 any one accident
C) Section III: Products/Repairs Legal Liability R1 000 000 any one accident

Excesses applicable:
Section II and III R 90 000 each and every claim

The cover is effective for 12 months from 23rd May 2012.

The exact wording of the policy will be placed on our Aero Club of South Africa website once the policy is issued.

Guidelines as to New/ Renewal of membership and the processing and distribution of AeroClub Member cards

The Aero Club is using the FundiCRM system to manage our membership and fees and we would like to provide you with a brief overview of some of the management, new members and membership renewals processes of the system.

We are also able to extract membership details on a monthly basis to evaluate information and that has been uploaded onto the system. This allows Aero Club staff and the various Aero Club Section administrators to verify, approve these members depending on payment status.

A batch of confirmed membership cards with member details i.e Name and Surname, Sections and Membership Number is forwarded to Cards Plus who then produces the cards. The members within this batch of cards will then be notified via Email from the Aero Club office that their cards have been sent for processing.

When the card is completed a further Email is sent confirming that the member card is ready for collection, or will be sent via Pro Sort

For those members who would like to collect their cards at the Aero Club they are to contact Sandra and request to collect the card and not have it sent via Pro Sort to their mailbox.

For those that wish to have the card sent registered mail or courier, this would be for the members account.

The remaining batch of cards is sent to Pro Sort for distribution via the postal system. This option is free of charge however there is no way of tracking the membercard.

New Membership and Renewal payment process

Methods of Payment:

• Cash payments to AeCSA

Your details will be captured onto the Fundi System at the AeroClub with you providing all your relevant contact details. The Fundi system will generate a payment reference. The Aero Club informs FundiCRM of the cash payment made.The administrator at FundiCRM will now manually reflect the cash payment as Admin Hold. Aero Club will confirm the cash payment and confirm membership. An automatic email notification will be sent to the member confirming membership, providing an Email address was submitted as part of the contact details.

There might be delays in the processing of the membership if payment is made cash to Aero Club due to the gateways these procedures need to follow.

• Credit Card payment on FundiCRM

The member or Aero Club logs into Aero Club's website and follows the new member or renewal member process. The system accesses the FundiCRM portal. All relevant contact details will be requested and entered. Credit Card payment to be selected and you will be prompt for your credit card number, expiry date, card type (Visa or Master) and the CVC number. As it is a direct payment, the payment reflects immediately and the Aero Club staff can confirm the membership.

All payments made via credit card is a secure payment and no card details are recorded. The Fundi system uses the Digisert security system, and a Digisert logo appears on the right side of the page, all members are welcome to click on the logo for more information before making the credit card payment.

• Electronic Funds Transfer (EFT)

New members or members that renew their membership online via FundiCRM must provide and or update their relevant contact details and select the EFT payment method.

A window will open up on the screen with an automatically generated payment reference number, the Aero Club's banking details, amount to be paid as per member's selection.

The member now logs on to their respective banking portal and effects the payment making sure that the payment reference number is quoted as the beneficiary reference. This will then allow the Fundi system to recognize the payment and allocate the fee to the Aeroclub. If the payment is not made and or the incorrect payment reference number is used, membership will reflect unpaid, until proof of payment is received. It is vitally important that the payment reference number is quoted as the beneficiary reference otherwise this has to be manually traced which causes a delay in membership processing.

Normal bank waiting periods apply from one bank to another before membership reflects to Admin hold. The Aero Club staff will then confirm the membership, the member card will then be released, processed and posted

• Third party payment (members paying to section)

The member will renew the membership and supply details to the section secretary. The Aero Club staff will then confirm all these members and member cards will be processed. The member might experience delays in applying for an Authority to Fly from RAASA due to Aero Club requesting confirmation of membership from the section secretary.

• Electronic Funds payments into AeCSA Standard Bank

The Aero Club staff will manually renew the membership on FundiCRM,all available information will be entered onto FundiCRM.The Aero Club will create a recon of these payments and send to FundiCRM to adjust the status of the membership to Admin hold. The Aero Club staff will then confirm these members and the member card will be processed.

Department of Environmental Affairs
The Aero Club are awaiting feedback for meetings held at the George and Port Elizabeth meetings held from attendees.
Set up of constitution to work with Ezimvhelo Wildlife trust to deal with the World heritage site.

2013 Air Event
The 2013 Air Event in conjunction with Rand Airport is nearing finality. More details will follow.

SASCOC

All federations have had to re apply for their national federation’s status to be completed by Jan 2013. .Aero Club will be reapplying as there are quite a number of new requirements to be adhered to.

AP Technical Manual of Procedures

A new draft version 3 is to be circulated for comments by the Respective Section Representatives. We look forward to your comments.

A generic aircraft check list for AP’s will be circulated to all AP’s to assist with inspections.

The AP Technical Committee is investigating the setting up of an official AP course.

NTSB Study Finds High Incidence Of Accidents On E-AB
First Flights

Statistic Tops 10 percent, better training and documentation recommended

The study, which was launched last year, evaluated all E-AB accidents that occurred in 2011.

The data show that Powerplant failures and loss of control in flight are the most common accident occurrences by a large margin, highlighting the importance of pilots having the information and training necessary to safely operate their aircraft.

As a result of the study, the NTSB made a total of 16 safety recommendations to the Federal Aviation Administration (FAA) and the Experimental Aircraft Association (EAA).

"One of the most important findings of this study is the number of seasoned and experienced pilots getting into accidents so early in the life of structurally sound airplanes,” said NTSB Chairman Deborah A.P. Hersman. “The recommendations we issue today can improve safety while encouraging the continued growth of this innovative and vibrant segment of the aviation community.”

Study findings also included the following:

In comparison with similar non-E-AB aircraft, a much higher proportion of accidents involving E-AB aircraft occur early in the operational life of the aircraft.

E-AB aircraft account for a disproportionate number of total accidents and an even more disproportionate share of fatal accidents when compared with similar non-E-AB aircraft conducting similar flight operations.

Accident analyses indicate that Powerplant failures and loss of control in flight are the most common E-AB aircraft accident occurrences by a large margin and that accident occurrences are similar for both new and used aircraft.

Structural failures have not been a common occurrence among E-AB aircraft.
The majority of E-AB aircraft are now built from commercial kits, rather than from purchased plans or original designs.

The E-AB aircraft safety record could be improved by providing pilots with additional resources to safely perform Phase I test pilot functions.

There are lawyers on the flight

An airliner was having engine trouble, and the pilot instructed the cabin crew to have the passengers take their seats and get prepared for an emergency landing.

A few minutes later, the pilot asked the flight attendants if everyone was buckled in and ready.

"All set back here, Captain," came the reply, "except the lawyers are still going around passing out business cards."
