It means: Transmission in between aircraft - applicable on the frequency for the specific area you are flying in and normally in uncontrolled airspaces.

Yesterday I was flying from Saldanha to Piketberg. I took of from Saldanha just after 16h15 local time and changed frequency from 122.7 ( Saldanha ) to 122.5 ( Langebaan approach ) and request VFR flight to Piketberg. Airtraffic then told me that their services are closing for the day and that I have to broadcast TIBA on 122.5 until I exit their CTR and then changed to 124.8. So, in some curcimstances you'll get TIBA in a controlled airspace also.

TIBA stands for "Traffic Information Broadcast (By Aircraft)".

When ATC says broadcast TIBA you acknowledge and then change to the frequency that is appropriate to the area and altitude / flight level you are flying in. You then broadcast position as appropriate.

That's right, André. Didn't had my notes in front of me and couldn't remember the specific wording for the abreviation. Got my notes out and refreshed my grey stuff. Funny how your mind forget simple things. I have gone through my abreviations and was surprised by how many I got wrong. Like ATIS- I thought it was aerodrome traffic information service. Well the correct wording is Automatic Terminal Information Service.
