Been sifting through all the C&%P on the ICASA site and eventually had a look at the actual legislation and basically everyone needs a license for a transmitter the only exceptions are those for scientic research and radio telescopes

. Unless somewhere in one of the amendments they exclude handhelds. Mailed them but I doubt I will get a reply anytime soon.
It looks like this is one of the things that you pay every year, no-one polices it, the CAA doesn't seem to care and you get nothing out of having a license.
They have all the forms as huge PDF scans (2meg) for two pages. I have downloaded them and if your e-mail handles big files I will be happy to mail them to who-ever is interested. The cost is 380ront.
