Helicopter Landing Pad

I know that this is a microlight site but also know that you guys have all the knowledge and would be able to help me.

I need to set up a helicopter landing pad at a mining site. It is in the middle of nowhere so not close to any airport or control area. Where can I find all the legal information as to what is required for this pad. Do we have to register the pad?
I need to sumbit the documents to the mining company so that they know their legal obligations etc. Please help. I tried CAA website but was unable to get any info

CAR 139 Subpart 3 deals with heliport licence requirements
