The day those birds are current, paid up, members of all organisations that they need to be part of, pay their taxes/tollfees/fuel levies/etc, will be the day that I agree with the prosecution.

In any event, what are those birds doing flying low, without radio-comms, and in contravention of all the rules in the book in respect of airspace-rules? Pity they are excluded under current legislation from wearing their reg.numbers under their wings, or I would have been the first one to report them for their cup of tea at the CA. Bloody Agents!
