Definitely the economy to a large extent, but I've also had negative experiences with schools and/or instructors.

When I'm thinking about shelling out money I don't really have to learn to fly, I'd like little enthusiasm from the schools. I planned to start flying some years ago and I got such a "we're not really interested" vibe from the places I contacted (even after going for a flight experience) that after that I decided not to bother for a couple of years.

Again at the beginning of this year I had to phone around until I found an instructor who was actually at the airfield and willing to meet with me at the moment I was enthusiastic, rather than giving all the reasons he wasn't available.

Cost is definitely not the only reason. In my opinion legislation has a lot to do with it too.
