will this plane fall in the new mpl catogory

Min speed: 39 kt 45 mph 72 kmh
Cruise speed: 130 kt 150 mph 241 kmh
Vne: 196 kt 225 mph 362 kmh

Climb ratio: 1000 ft/min | 5 m/s

Take off distance over 50ft (15m) obstacle: 600 ft | 183 m
Max. take off weight: 318 kg | 700 lbs
Empty weight: 200 kg | 440 lbs

Don't think so. The vne for one should be 120kt or less.
This might be for microlight...

thought it is the cruise speed ? that needs to be 120 Kts

Undercarriage: Fixed tricycle or tail wheel or retract

so it just might fall into the NPL class

Should not be a problem. The Flamingo I am told falls into the LSA category as does the Sting RG and the Dynamic WT RG, so can't see why not this one.

so a sonerai should then fall in the same class.... as the above mentions spec is that of a sonerai

Yes a sonerai should fall into that class. there is one in Kroonstad. Check with him. he is Sonerai on here or Avcom.
