Common law would be that the 1:250 map will over-ride the 1:500 map for obvious reasons. In construction law a detail drawing will always over-ride a general floorplan. Why else would the map creators have created a 1: 250 ? To avoid "gray area" debates of course.

It is clear that the Bronkies waterline to water is not a reserve, but the landline to land is.

Not so obvious. I would enter a suggestion that the map that you are meant to have on board would be the one used in determining if you overstepped a boundary. If I recall correctly - it is law to have a 1:1 000 000 aero map on board of the area you are flying.
