Sounds like a SCAM. A lot of similar things happen on Gumtree every day.

Southern Ropes, Section Street, Paardeneiland, Cape Town. They have their factory outlet there and you will be blown over by the vast selection of ropes and bungee cord. Excellent prices as well. It won't help phoning them, rather go there.
