I don't have a problem with the use of transponders in controlled airspace and IFR flights.

TIBA stands for "Traffic Information Broadcast (By Aircraft)".

When ATC says broadcast TIBA you acknowledge and then change to the frequency that is appropriate to the area and altitude / flight level you are flying in. You then broadcast position as appropriate.
